경기 양주시 청렴도가 지난해와 비교해 형편없이 추락했다.
12월 5일 국민권익위는 2018년 전국 공공기관과 중앙부처·지방자치단체의 청렴도 조사를 진행해 결과를 발표했다.
이 결과에 따르면 중앙행정기관 1유형 중 종합청렴도와 외부청렴도 1등급은 통계청이 내부청렴도는 국세청이 정책고객 평가는 과학기술정보통신부가 차지했다.
반면 종합청렴도 최하위 등급인 5등급에는 국세청(종합)이 외부청렴도 최하위는 검찰청과 국세청(외부), 내부청렴도 최하위 등급에는 문화체육관광부와 외교부, 정책고객 평가 최하위는 국방부가 선정됐다.
중앙행정기관 2유형 1등급엔 법제처와 새만금개발청, 행정중심복합도시건설청이 외부청렴도 1등급엔 새만금개발청이 내부청렴도 1등급에는 법제처와 행정중심복합도시건설청이 정책고객 평가 1등급에는 특허청이 각각 선정됐다.
또 광역자치단체 종합청렴도와 외부청렴도 1등급에는 부산광역시가 내부청렴도는 제주도가 정책고객 평가는 충청남도가 차지했다.
외부 최하위에는 전라북도와 충청남도가 내부 최하위에는 경상북도가 정책 최하위에는 울산과 인천, 제주특별자치도가 각각 선정됐다.
이어 지방자치단체 시 단위 종합청렴도 1등급은 사천시와 창원시, 광양시가 내부청렴도 1등급은 김해시와 사천시, 진주시, 창원시가 각각 평가를 받았다.
반면, 지난해 말 내부청렴도 최하위 등급을 받아 논란이 됐던 양주시는 올해 종합청렴도 최하위인 5등급에 이름을 올렸다.
5등급에는 강릉시, 원주시, 양주시, 경주시, 구미시, 문경시, 영천시 등이 있다.
양주시는 지난해 종합청렴도 평가보다 2등급 추락한 성적으로 올해 6.13 지방선거를 통해 재선에 성공한 이성호 양주시장의 지도력에 큰 문제가 있다는 지적이다.
더구나 양주시는 시민들이 평가하는 외부청렴도에서 지난해와 비교해 3등급 추락한 최하위 5등급을 기록, '감동365' 슬로건이 시민들에게 와닫지 않고 있다는 지적을 받고 있다.
그나마 지난해 내부청렴도 최하위 5등급을 받았던 양주시는 1등급 상승한 4등급을 기록해 전 분야 최하위를 겨우 모면했다.
그러나 양주시는 지난 11월 30일 경기도 시군종합평가에서 2년 연속 최우수상을 받아 주변을 놀라게 했다.
한편, 청렴도 최하위 비판을 의식한 이 시장은 12월 5일 국민권익위가 성적표를 공개하자 곧바로 장문의 사과문을 배포했다.

According to the results, the National Tax Service, which has the highest level of overall integrity and external integrity among the first types of central government agencies, was evaluated by the Ministry of Science, Technology and Information and Communication by the National Tax Service, which has the highest level of internal integrity.
On the other hand, the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and Trade, and the Ministry of National Defense were selected as the lowest in the fifth grade of the general public integrity category.
The Ministry of Legislation, the Saemangeum Development, and the Office of the Multifunctional Administrative City Construction selected the Ministry of Legislation and the Office of the Development of Saemangeum as the first class in the category of external integrity, and the Ministry of Justice and the Office of the Multifunctional Administrative Customer Assessment.
In addition, the Busan Metropolitan City's internal integrity rating, and Jeju Island's policy client evaluation, ranked among the top in the overall integrity and external integrity of metropolitan and provincial governments.
North Jeolla Province and South Chungcheong Province were among the lowest in terms of policy, followed by Ulsan, Incheon and Jeju Special Self-governing Province.
In addition, Sacheon City, Sacheon City, Jinju City, and Changwon City were rated as the first in the class.
On the other hand, Yangju City, which had received the lowest grade in internal cleanliness at the end of last year, ranked fifth in overall clean up this year.
Grade 5 includes Gangneung City, Wonju City, Yangju City, Gyeongju, Gumi City, Mungyeong City and Yeongcheon City.
Yangju City is said to have a serious problem with Yang's leadership, which was re-elected through the June 13 local elections.
Moreover, Yangju City recorded the lowest grade 5 compared to last year's third grade in its external integrity rating, which is assessed by its citizens, and is being criticized by the public for its "impact 365" slogan.
Last year, Yangju City, which was ranked at the bottom of the fifth grade, barely avoided the lowest ranking in the entire field.
Yang, however, surprised his surroundings by winning the top prize for the second year in a row at the Sigun General Assessment in Gyeonggi Province on November 30.
On the other hand, Lee, who was also conscious of the lowest criticism on integrity, distributed a long-winded apology right after the committee released his report on December 5.
